Federal Portfolio Contraction

Of 67 national Teen Pregnancy Prevention grants, all but 14 have been terminated as HHS reorients toward abstinence-based programming. New York state and New York City teen pregnancy rates rose between 2021 and 2023, marking the first increase in two decades per the latest available state and city data. Last week, members of New York's congressional delegation sent a letter to HHS Secretary Robert Kennedy Jr. urging reinstatement of the three terminated awards.

NYC Programmatic Exposure

Children's Aid operated peer mentor–led sessions in South Bronx and Harlem high schools, plus dedicated programming at the city's Children Center, a temporary intake facility for children awaiting foster care placement. The curriculum extended beyond pregnancy prevention to body image, sexually transmitted infection prevention, and decision-making frameworks. NYC Teens Connection, a city-administered program partnering with schools, foster care agencies, and juvenile justice programs, also had its HHS award canceled. The organization has stated it is seeking replacement capital; absent a substitute, most of its sexual health programming, including peer mentor roles, faces elimination.
